Administration
The Administration Department consists of the Mayor, City Administrator, City Clerk, Human Resources Manager, and City Attorney.
- City Administrator is responsible to the Mayor for the general coordination and supervision of the activities of the various City departments and offices per EMC 2.08
- The City Clerk assists City Council, handles public disclosure requests, and performs records management for the City.
- The Human Resources Manager recruits new employees and assists current employees with benefits and other services.
- The City Attorney's office handles municipal law issues, municipal prosecution, civil service issues, and real estate for the City.
The City Administrator, under the direction and authority of the mayor, supervises, administers and coordinate the activities and functions of the various city officers, departments, commissions and boards in implementing the requirements of city ordinances and the policies of the city council; assures the effective and efficient utilization of city employees, funds, materials, facilities and time; and directs and controls the overall operations of the city to assure optimum services to the community.
RESPONSIBILITIES
- Plan and direct all administrative activities in the city, develop and implement internal policies and procedures, appraise the efficiency and effectiveness of city employees and take necessary actions to improve city operations.
- Plan and prepare data for grants and/or funded programs and maintain or establish intergovernmental coordination related to available funding.
- Provide timely and accurate advice to officials and the public on areas in a wide field of general city operations and account for the appropriate actions on behalf of the city to respond to such inquiries.
- Act as the city representative in areas such as labor relations, intergovernmental relations, conferences, conventions and seminars related to improved city administration and delegates responsibility as necessary to accomplish desired objectives.
- Attend meetings of the city council.
- Act to resolve operational and administrative conflicts and problems, decide and implement alternate course(s) of action, formulate and administer policies, and otherwise make decisions to assure the maximum efficiency of the general operations of the city.
- Prepare and submit to the mayor the annual budget and be responsible for its administration after adoption.

The City Clerk's Office, part of the Administration Department, provides a variety of services that support the City Council, City Departments, and City residents.
The City Clerk's Office is responsible for coordinating the production of City Council agendas and meeting materials, transcribing meeting minutes, and maintaining the City's official documents, including ordinances, resolutions and contracts. Office hours are 9 a.m. - 5 p.m., Monday - Friday.
Other RESPONSIBILITIES
- Maximizes access to city government
- Supports the City Council and City staff in their legislative functions
- Prepares council agenda packets and minutes
- Provides for ordinance codification
- Responds to Public Records Requests
- Processes claims for damages
- Processes and resolves complaints
- Publishes/posts legal notices for the City Council, advises the members of the City Council and the public regarding date, time, and location of all council meetings

The Human Resources staff works in partnership with administrators, individual employees, and groups to support families, healthy lifestyles and on-going career training and development that is positive and productive and allows all employees to serve the needs of the Enumclaw residents.

The City Attorney advises the City authorities and officers in all legal matters pertaining to the business of the city and approve all Ordinances as to form. They represent the City in all actions brought by or against the city or against City officials in their official capacity. During the absence of the City Administrator, the Mayor may delegate those powers and duties to the City Attorney, per EMC 2.17
