Garbage, Recycle & Yard Waste (Organics/Food Scrap Collection)
If you live or operate a business in the City Limits of Enumclaw, you are required to set up garbage collection service with the City of Enumclaw Solid Waste Service.
We offer residential, multi-family & commercial (business) customers curbside garbage and recycling, and yard waste (organics/food scrap) collection. Solid Waste services are billed monthly on your utility billing.

Residential
For the City of Enumclaw residents, the amount you pay depends on the amount you throw away. Our goal is to partner with our customers to reduce the amount sent to the landfill by providing comprehensive recycling and composting options as part of your curbside garbage services.
- Recycling service is included in the garbage rate. (one cart provided)
- Yard Waste (organics/food scrap) service is an optional service at an additional fee.
- Restart fee of $75.00 is applicable to accounts that restart yard waste service within a 12-month period of canceled service.
We offer the following sizes of carts for residential garbage services: 20gal, 32gal, 64gal, and 96gal
- Garbage is picked up every week.
- 20gal garbage cart tampering fee of $58.31 will be applied to accounts for removing the inner liner.
- Redelivery Fee of $75.00 Garbage/Recycle/Yard waste will apply if completed within a 12-month period of canceled service.
- Container/Cart Exchange fee of $35.00 . One time change of container size for free. 2nd change and thereafter the fee will apply if completed within a 12-month period.
Recycling and Yard Waste customers are provided 96gal carts.
- Carts are picked up every other week
- Recycling cart (1) is included in garbage rate.
- Additional carts upon request for an additional fee.
- Yard Waste rates are based on number of carts

Commercial
Businesses, including multifamily residences, are required to have City of Enumclaw’s garbage service. Recycling is not required yet is strongly recommended. Businesses can choose to sign up for the City’s recycling and/or yard waste (organics/food scrap services) by contacting Utility Billing.
We offer the following sizes for Commercial/Multifamily garbage services:
- Cart sizes available 20gal, 32gal, 64gal, and 96gal
- Container sizes available 1.5yd, 3yd, 4yd, 6yd and 8yd
- Garbage is picked up every week.
Recycling and yard waste customers are provided 96gal carts.
- Rates for both recycling and yard waste are based on number of carts
- Carts are picked up every other week.

Garbage pickup -
Garbage is picked up weekly, Monday through Friday.
Garbage is collected every official holiday except Thanksgiving Day, Christmas Day and New Year’s Day.
If your service falls on or after one of the observed holidays, garbage, recycling & yard waste will be picked up as listed below. Please be sure your bins are out for pickup on your rescheduled day.

Please follow these guidelines when preparing for curbside or alley pickup:
- Set carts out by 6AM on your pickup day.
- Set carts three feet from any obstructions, such as other carts, vehicles, telephone poles, fences, and buildings.
- Cart Placement
- For curbside pickup place the carts in the street or alley.
- Cart lid must sit flat on top. If you overfill your cart, you will be charged an additional fee.
- Remove cart(s) from the curb or alley after contents have been collected.
- If you forget:
- If you forget to put your cart out in time for pickup, call us at (360) 825-5514. We will try to pick it up the same day if called in before 12:30pm. If after 12:30pm your cart will be serviced the next business day.
Cleaning Your Carts
It is your responsibility to keep your carts reasonably clean. Help keep your garbage, recycling, and food/yard waste carts clean by:
- Bagging and tying all garbage before placing it in your container (but do not bag recyclables or food/yard waste)
- Checking that recyclables have been emptied, cleaned, and dried before placing them loose (not bagged) in your container
- Spraying and rinsing your container on occasion to reduce odors and grimy buildup
- Using non-hazardous cleaning solutions like baking soda, dish soap, and vinegar
- Air drying your empty containers with the lid open

Curbside Recycling
- Curbside recycling services are provided to Enumclaw single and multi-family residents at no additional charge.
- Recyclable materials are collected every other week, opposite of yard waste, on your regular garbage pickup day.
- All recycling must be clean and fit into the 96-gallon recycling cart with the lid closed flat provided by the city.
- Cardboard is also accepted.
- We do not pick up extra recycle that does not fit into the recycling cart. Additional carts can be rented by contacting Utility Billing.

Plastic Laws
In 2021, the Washington State Legislature passed the 2021 Plastic Laws to reduce the use of single-use plastics and increase recycled content in bottles and trash bags.
- Effective June 1, 2023: Expanded Polystyrene (EPS) was banned. This ban applies to all manufacturers and distributors of EPS in or into Washington.
- Effective June 1, 2024: The sale and distribution of expanded polystyrene food service products and portable coolers in or into Washington State is prohibited. Examples of EPS food service products include food containers, plates, clamshell-style containers, hot and cold beverage cups, and portable coolers.
What is expanded polystyrene (EPS)?
EPS foam is a lightweight cellular plastic material consisting of small hollow spherical balls that are expanded and processed through a variety of techniques. EPS is often used for packing, shipping, and take-out food service containers.
Why was this law enacted?
EPS is harmful to the environment and creates litter when not disposed of properly. EPS is NOT accepted in Enumclaw's Recycling Program because it causes processing problems at the recycling center.
Alternatives
In January 2022, New York State enacted a similar ban. To help businesses find alternative solutions, New York created an "Alternatives to Single-Use Expanded Polystyrene Foam Food and Beverage Containers and Expanded Polystyrene Foam Loose Fill Packaging ("Packing Peanuts") Reference Guide" (PDF).
Resources and Technical Assistance:
The Washington State Department of Ecology (Ecology) provides technical assistance to manufacturers to these prohibited products. Ecology is working with stakeholders to develop education and outreach materials to support businesses through this change.

Yard Waste/Organics/Food Scraps
- Grass, leaves and prunings up to 2" in diameter are accepted in a 96-gallon wheeled cart provided by the city, for a charge of $16.51 per month.
- Food scraps and food soiled paper product containers. (see flyer)
- No rocks, concrete, sod, dirt or pet waste is accepted.
- Collection of yard waste is provided every other week (opposite of recycling), on the same day as your garbage collection.
- Each Additional Yard waste Can or Paper Bag $7.09ea (NO PLASTIC BAGS)
- Note: A fee will apply to residents who stop and restart yard waste service within a 12 month period.

The following information is intended for businesses located within the Enumclaw City Limits.
Organics/Yard+Food Waste
Organics Law - A NEW Washington State Law may affect your business.
To help meet Washington state’s emissions and climate goals, the Organics Management Law was passed in 2022 and updated in 2024. The laws primary goal is to reduce the amount of methane emissions created when organics materials decompose in a landfill.
How will the Organics Management Law and House Bill 2301 impact my business?
The law requires businesses to divert food and yard waste materials they generate through a phased in approach over the next few years. Businesses generating certain amounts of organic waste material must arrange for organic materials management services.
Businesses are required to comply with the following timeline:
- January 1, 2024 - Business generating at least (8) eight cubic yards of organic material waste per week
- January 1, 2025 - Business generating at least (4) four cubic yards of organic material waste per week.
- January 1, 2026 - Business generating at least (96) ninety-six gallons of organic material waste per week.
What is considered a business?
A business is defined as any for profit or non-profit commercial or public entity. This includes, but not limited to, grocery stores, restaurants, manufacturers, hotels, caterers, firms, corporations, associations, schools, churches, hospitals, and public agencies. Multifamily residential entities are not considered businesses under the law.
What organic material waste is included?
- Food waste: Any waste from fruits, vegetables, meats (includes bones) dairy products, fish (includes bones and shells) nuts, grains, and similar materials from storage, preparation, cooking, handling, selling or serving of food for human consumption.
- Yard waste: Landscape and garden debris, including lawn clippings, leaves, small branches, twigs, grass clippings, and plants.
- Other organic waste, such as manure, food processing waste and clean non-treated, non-painted, and non-stained wood.
Exemptions to requirements for businesses
- Organic materials are managed onsite.
- Organic materials from growing or harvesting food or fiber are used offsite by a business for growing food or fiber.
- Organic materials are sold or donated to another business for offsite use.
- Organic materials are generated from a natural disaster.
- Organic materials are self-hauled to an organics materials management facility.
Advantages to complying right away
- Your business is actively working toward climate change solutions.
- Adding food and yard waste collection may allow you to reduce your garbage service and costs.
There are several ways businesses can separate organic waste from their garbage, such as:
Subscribe to organic waste collection through the city.
Donate or sell the organic materials to another business (for example, donate edible food to a food bank).
Compost the organic materials on site.

Annual Clean-Up Events
- Enumclaw Recycling Collection Event - June 5th, 6th, and 7th the Wastemobile will visit Enumclaw at the Enumclaw Expo Center for their annual event. Flyer will be available late April.
- Residential Neighborhood Clean-Up - Mid September
The City of Enumclaw offers 1.5yd Container for Temporary use renting monthly with a 3 month maximum.
Customers requesting a larger container/dumpster (10yd, 20yd, 30yd or 40yd) for construction such as a roofing job or remodel tear out they would contact Waste Management. WM: 1-800-592-9995
Temporary 1.5yd Garbage Container Rental
- $99.94 Temporary 30 Day Container Rental Fee
- $32.88 per yard each time we empty the container ($49.32 per 1.5yd)
- (Call before noon and it can be emptied the same day)

- No water or oils

- No mattresses
- All furniture must be broken down

If you decide to utilize the Transfer Station for additional garbage, recycle or yard waste, please remember to follow these guidelines:
- Secure your load - Uncovered or unsecured loads are illegal and are hazardous. Unsecured loads may incur additional fees.
- Show proof of residency - To be eligible for the City residential rate, you must show a current Washington state driver’s license or ID showing a city address that receives City of Enumclaw residential solid waste service in your name. Or you can bring a picture ID along with a current City utility bill.
- Separate recyclables and household hazardous waste from the rest of the load - the Enumclaw Transfer Station offers designated areas to unload reusable household items and building materials, general recyclables, household hazardous waste and appliances.
- Observe the speed limit
- No smoking
- No children outside of vehicle
- No pets outside of vehicle
- No scavenging
- No hazardous material
- Follow employee instructions
- Follow signs
- Look out for pedestrians in the area
