Under federal law, "franchising authorities" (in Washington State, these are cities and counties) can require cable television companies to negotiate a franchise (in other words, a contract) to provide cable TV service within a municipality. The City of Enumclaw currently has 1 non-exclusive franchise with Comcast Cable. Download the franchise document (PDF) for more information.
The city's Media Services division negotiates, monitors, and enforces the rules set forth in the franchise. The city collects a franchise fee of 5% of gross revenues from the Comcast for their use of the city's rights-of-way. Approximately $130,000 in franchise fees for around 3,000 subscribers was collected in 2009 and deposited into the city's General Fund.
Media Services also assists cable subscribers in resolving complaints and answering questions regarding their cable service. The Franchise Fee is the rent charge that the cable company pays the city in order to use our roads and to provide cable TV service to subscribers in our community. Comcast offers a 30% discount (or about $4) on limited, or the lowest tier of cable TV service offered. This discount is available to senior citizens (65 years or older) or those who have a permanent disability living in the City of Enumclaw, WA. To be eligible, a citizen must meet certain federal low income standards. Customers can subscribe to more than 1 service package but the low-income discount only applies to the limited tier of service. If you are on a special or introductory rate, you will not receive this discount until the offer has expired.
