To have utilities located on your property, please call 811 two business days before you begin digging. This will alert your utility providers to come out and mark their buried lines from the street to your house for free.
In November 2017, the city council authorized the creation of a Stormwater Utility (Ord. 2624, 2017). This utility was established to properly fund the cost of all personnel, administration, equipment, maintenance, and stormwater projects necessary to insure the city stays in compliance with the National Pollutant Discharge Elimination System (NPDES) Phase II Municipal Permit issued by the Washington State Department of Ecology. Per EMC 14.10.510, the city determined that the stormwater system provides benefits and services to all property within the incorporated city limits. As such, there are no exemptions granted from the user fees. Monthly stormwater utility billing for all properties started September 1st, 2018.

Note: 3,200 square feet is the current average amount of impervious surface cover (roofs, pavement, or compacted parking areas) of a single family residential property in the City. *ESU is the abbreviation for Equivalent Service Unit
Stormwater utility fees and rates are reviewed annually during the budget process or at other times as determined by the city council.
