Position Title: Accounting Tech III Payroll

Salary Range: $4,176 - $5,080, full-time w/benefits

Affected Department: Finance

Union/Non-Union: Union Grade 108

Nature of Work:

Under the direction of the HR Analyst, prepare and maintain all payroll records, carry out specific accounting duties, and serve as backup for the Utility Functions.

Examples of Work:

Prepare and administer payroll. This includes verifying bi-monthly time sheets, transmitting data into Eden's software system, processing to ensure an accurate paycheck for each employee, maintaining benefit programs and related fee structures, ensuring payroll compliance with union contracts, providing accurate and informative monthly, quarterly, and yearly reports for departments and as required by government agencies, preparing employee and other payroll related checks, balancing statements of employee and City paid payroll deductions, and fulfilling other payroll related activities.

Answer questions and research requests in regards to payroll.

Confidentially maintain payroll information on all city employees.

Assist in the preparation of the City's Annual Budget and CAFR, to include providing salary, benefit and personnel information.

Serve as an active member and represent the City at the Eden System User Group Payroll Committee.

Prepare salary and other assigned surveys and perform special research and analysis, as requested. Keep abreast of legal changes affecting payroll and personnel through training and reading.

Provide general cash administration including the preparation and reconciliation of monthly bank and credit card statements.

Special Assessment billing and reporting.

Perform other duties as assigned including working in other areas to cover absences or relief. This includes direct backup of the Front Utility Counter, Utility Billing and Passport processing.

Reporting Relationships:

This position is under the general supervision of the Finance Director. The employee interrelates with the HR Analyst on payroll matters.


Knowledge, Skills and Abilities:

Knowledge of:

Generally Accepted Accounting Procedures (GAAP), generally accepted payroll and personnel practices

City policies related to payroll and personnel and a strong working knowledge of the City's union agreements

Governmental accounting principles, practices and procedures.

Strong oral and written communication skills.

Familiar with office practices, procedures and equipment.

Ability to create and maintain Excel Spreadsheets, Access Databases, and other work related software products.

Ability To:

Perform complex accounting duties related to assigned tasks, problem solving, and working independently with little direction on payroll and other assigned tasks.

Communicate effectively both orally and in writing, having good interpersonal skills using tact, patience and courtesy, and maintaining cooperative and effective relationships with others.

Maintain the confidentiality of information, both written and oral.

Carry on more than one function at a time in an environment subject to distractions.

Meet rigid schedules and deadlines.

Operate a variety of office equipment.

Perform word processing and spreadsheet applications.

Education and Experience:

Two to five years payroll experience is required.

Two year associates degree or above with an emphasis in accounting or related field is preferred.



Valid Washington State Driver's License.
